I write this letter to commend to you the excellent attitude and performance of Colonel Verhoglyad in extremely difficult and trying circumstances.

On 25 July 1995, the situation in Zepa had deteriorated to a point which was impossible to manage from a distance. I decided to send my Ukrainian Deputy Sector Commander, Col Verhoglyad, on the ground to access and manage the situation and to advise Sector Headquarters on the best course of action to follow. Col Verhoglyad immediately took charge of the situation from the Ukrainian compagny’s location in Zepa. He was involved in difficult negotiations with the local Bosnian authority in a very hostile environment, the town being invested by the Bosnian Serb Army. In addition, he had to lead and control soldiers who has been attacked and robbed of their equipments and maintain their will to continue with their task in such difficult conditions. Throughout these events, he ensured that accurate reports reached my Headquarters. Finally, on 3 and 4 August 1995, he conducted a difficult withdrawal from Zepa. bringing all his soldiers alive and healthy:

 

I am very thankful for Colonel Yerhoglyad’s-performance in this difficult mission. I wish to tell the Ukrainian High Command they can be proud of this officer.

Шановний пане генерале,

 

Я пишу цього листа з метою відзначити відмінні якості полковника Верхогляда, які він виявив в складних умовах обстановки в районі місії.

25 липня 1995 року ситуація в м.Жепа загострилась, що викликало необхідність направлення до цього району заступника командира сектора полковника Верхогляда Миколу Яковича, для взяття під контроль управління українською ротою, яка розміщувалась у цьому районі.

Під час перебування в Жепі, у ворожому оточенні, полковник Верхогляд брав участь в переговорах з лідерами боснійців-мусульман та боснійських сербів, а також керував діями військовослужбовців ООН. 3 та 4 серпня 1995 року полковник Верхогляд здійснив вивід контингенту військ ООН із Жепи без людських втрат.

 

Мені дуже приємно відзначити високі якості полковника Верхогляда, які він виявив при виконанні цього складного завдання. Я вважаю, що вище командування ЗС України може гордитися таким офіцером.
